    This USAC-published chart shows the flow of the E-Rate process for both Applicants and Service Providers.

    This Eligible Services Overview for FY2025 provides a simple one-page digest of eligible and ineligible services. The full FCC Order which defines the eligible services for each funding year typically becomes available mid-Winter, and can be found here.

    E-Rate rules requires an evaluation of the submitted proposals be performed, and USAC provides several examples such as the one linked above. In most cases, AdTec suggests you consider the criteria below. The first three should likely be in every evaluation; other criteria such as those listed should be included (or not) based on your estimation of which criteria will help you determine the best provider to meet your needs.
    1. Price of the ELIGIBLE goods and services (must be the most heavily-weighted criteria)
    2. Technical solution (Does the object or service quoted meet your requirements?)
    3. References/experience/expertise/prior experience with the district
    • Other cost considerations related to implementing the proposed solutions (price of ineligible goods and services)
    • Local vendor (particularly in situations where you're seeking time-sensitive on-site service availability)
    • The level of service/support/maintenance provided in the proposed service without additional cost
    • Response format (Is the response clear, and does it include all information required by your RFP?)
